There are now many brushless gimbals around, mainly for gopro cameras, but this is the first time I found a brushless gimbal with a thermal camera… pretty cool 
It seems to be a tarot 2D brushless gimbal, with a Tamarisk 320 combined with the FPV camera in a custom 3D printed enclosure. You can download the files for the enclosure on thingiverse Below is a video of the thermal camera in action!
